UK Hands Ukraine Blueprints to Build Its Own Storm Shadow Missiles

The United Kingdom will share classified technical information with Ukraine to allow it to begin domestic production of the Storm Shadow long-range cruise missile, Prime Minister Andy Burnham announced Monday during his first foreign trip since taking office, timed to coincide with Ukraine's 35th anniversary of independence from the Soviet Union.

The decision authorizes defense contractor MBDA, which jointly builds the missile with France, to release sensitive British technical information on UK-made components. Storm Shadow (known as SCALP in French service) has a range of roughly 350 miles, can strike targets up to about 150 miles inside Russian territory, and is designed to hit hardened, fortified targets in any weather. Each missile costs roughly $1 million to produce. France had already agreed in July to share blueprints for its version of the missile, but domestic production depended on Britain approving release of its own component details; analysts say the full production timeline is expected to take about two years, though officials hope for initial capability by year's end.

Analysts describe the move as a significant precedent, contrasting with the more cautious approach the US administration has taken toward transferring advanced weapons technology like Patriot interceptor systems. "Ukraine has had to be highly selective in the targets against which it uses its very limited stocks of the most advanced weapons systems," said Keir Giles of Chatham House, while Karan Vassil of Sibylline noted that "licensed production gives Ukraine access to knowledge that would otherwise take considerable time and resources to reproduce." Domestic missile production would let Ukraine sustain strikes on Russian military infrastructure at a higher volume than relying on limited imported stockpiles allows.
